The 2020 Strategic and Operational Plan are intended to provide clarity and agreement on the direction of the consortium in line with the strategic objectives set by the Philippine National Health Research System (PNHRS). Last November 25 & 26, CHRDC committee members teamed up with the Philippine Council for Health Research and Development (PCHRD) coordinators and consultants from the Alliance for Improving Health Outcomes, Inc. (AIHO), to realize the said planning at Dottie’s Place, Butuan City. Dr. Zhamir Umag, a consultant from AIHO, with Mr. Teddy Dizon from the same consultancy firm, served as resource persons and facilitators for the various workshops and operational planning conducted. Workshops such as the setting of annual performance targets as well as the annual operations planning for 2020 were done in order to fully identify the specific roles and responsibilities as well as the targets that the members will have to fulfill for the improvement of the consortium’s existing accomplishments.

Ms. Anicia P. Catameo, Supervising Science Research Specialist of PCHRD, presented the PCHRD programs and services especially to those who are newly appointed committee members of the consortium. PCHRD Senior Science Research Specialist, Ms. Ullyann C. Garcia expounded the PNHRS Strategic Map which was initially presented by Dr. Umag. CHRDC coordinator and Assistant Regional Director of the Department of Science and Technology (DOST) Caraga gave a re-orientation on the structure, composition, and functions of the consortium as well its underlying committees. Mr. Varela also reported the accomplishments of the CHRDC from 2018 to 2019. Ms. Ma. Violeta Intia, Senior Science Research Specialist of PCHRD presented as well the HERDINPlus or Health Research and Development Information Network. HERDINplus is an online portal that provides easy management and access to health research and related information. It features a system that provides a single entrance for the viewing, submission, updating, and managing of health research information; and a tool to streamline health data collection to support policy and decision making of health research stakeholders. It is hoped that the CHRDC will be able to integrate the HERDINplus in the monitoring and evaluation of research papers under the consortium’s regional research fund.

The PCHRD coordinators also announced that there will be a possibility for the consortium to put up an additional committee which is the Structure, Organization, Monitoring and Evaluation (SOME) Committee. The SOME committee, which was also adapted from the PNHRS strategic map, will be responsible for the monitoring and evaluation of the internal operations of the consortium, especially within committees. The SOME will also be responsible for executing whatever management and evaluation system that the capacity building committee has developed for the consortium.

Dr. Jose R. Llacuna, Regional Director of the Department of Health – Center for Health Development (DOH-CHD) Caraga and Chair of CHRDC, formally closed the event leaving words of gratitude for all those who participated. Dr. Llacuna shared that researchers can contribute much to the achievement of Universal Health Care. He also expressed his appreciation to the sub-committees and reiterating that DOH CHD Caraga is willing to extend their funding capacity for the benefit of the consortium’s future development.
